Resolution approving the final 2025 HRA budget and certifying the final HRA property tax levy payable in 2025

Body
WHEREAS, staff from the Planning and Economic Development Department (“PED”) of the City of Saint Paul presented the proposed 2025 HRA budget to the Board of Commissioners of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota (“HRA”) for its consideration; and

WHEREAS, staff recommended technical changes to the proposed 2025 HRA budget as shown in the attachment to the HRA board report accompanying this resolution; and

WHEREAS, the HRA Board of Commissioners certified a maximum proposed levy of $6,636,903 on September 25, 2024, by resolution RES 24-1408 in compliance with the State of Minnesota Truth in Taxation law; and

WHEREAS, the HRA Board of Commissioners, in order to comply with the State of Minnesota’s Truth-In-Taxation laws, Minn. Stat. Section 275.07, subd. 1, must certify a final HRA property tax levy payable in 2025 to Ramsey County on or before five working days after December 20, 2024; and

WHEREAS, the HRA Board of Commissioners certified property tax levy payable in 2025 at $6,636,903, calculated as follows:

HRA General Fund $6,504,165
2.0% Delinquency Allowance $132,738
Certified Final HRA Tax Levy $6,636,903

NOW, THEREFORE, BE IT RESOLVED, by the HRA Board of Commissioners, that pursuant to the provisions of Minnesota Statute Section 469.033, Subdivision 6, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, does hereby levy the Housing and Redevelopment property tax payable in the year 2025 on all real and personal property within the City of Saint Paul, computed in the manner provided by Minnesota Statutes Section 469.033, Subdivision 6, with all adjustments authorized by law.
