Purpose of Appeal: The teenagers on the school bus cut across my yard. They can also see everything in my yard. There is no [peace]. I live in a criminal area. Someone broke into my house. The window was broken. In the middle of the night, someone broke my screen door. I have a small business. I have tools there. I removed the cedar fence at the suggestion of a fence company. No company mentioned I needed a variance. This is about safety.

WHEREAS, in the matter of Appeal of Yevgeny Lapitsky to a Denial of a Fence Variance Request at 2383 YOUNGMAN AVENUE, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant a variance of up to 7 feet for section of fence north of driveway; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
