Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $7,173,600 to reflect funds from the Metropolitan Council’s Regional Solicitation, for the reconstruction of Fish Hatchery Trail and portions of the Samuel Morgan Regional Trail.
Body

WHEREAS, RES 18-803 authorized the Department of Parks and Recreation to apply for federal transportation funds through the Metropolitan Council’s Regional Solicitation for the reconstruction of the Fish Hatchery Trail; and

WHEREAS, RES 20-146 authorized the Department of Parks and Recreation to apply for federal transportation funds through the Metropolitan Council’s Regional Solicitation for the reconstruction of Segments 1 and 4 of the Samuel Morgan Regional Trail; and

WHEREAS, the City of Saint Paul has been granted $2,216,800 for the Fish Hatchery Reconstruction and $4,956,800 for the Samuel Morgan Reconstruction projects; and

WHEREAS, the funding will be matched by $1,793,400 in regional parks and trails funds to satisfy the minimum 20% required non-federal funding match; and

WHEREAS, both projects have been identified in the Minnesota Department of Transportation’s approved 2023-2026 State Transportation Improvement Plan; and

WHEREAS, it is the desire of Parks and Recreation to amend the financing and spending budget for the projects in the amount of $7,173,600; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of 7,173,600 in excess of those estimated in the 2023 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $7,173,600 is available for appropriation in the 2023 Capital Improvement Budget, and said 2023 budget, as therefore adopted by the Council, is hereby further amended.
