Designating five city street sections as “Urban Districts” and setting the speed limit at 30 mph.

The City of Saint Paul approves a speed limit reduction from 35 MPH to 30 MPH on the following streets by declaring these segments an “Urban District” and setting the Speed Limit at 30 mph for this “Urban District”. The streets are: Wabasha Street- Cesar Chavez Street to Kellogg Boulevard, Cretin Avenue North - Temple Court to Iglehart Avenue, Fillmore Street - State Street to Plato Boulevard E, Cesar Chavez Street - Anita Street to US 52 and Mississippi Street - University Avenue to Phalen Boulevard
WHEREAS, Minnesota Statutes 169.14 establishes statutory speed limits on City Streets under ideal conditions, unless set by the DOT Commissioner based upon an engineering and traffic investigation, as was done on the proposed streets in the past; and
WHEREAS, pursuant to Minnesota Statutes Chapter 169.14, Subdivision 5b, a City may determine that a street meets specific criteria to be identified as an “urban district”; and
WHEREAS, the City has applied the standards as contained in Minnesota Statutes Chapter 169.14, Subdivision 5b, to the five street sections, and has determined, that structures along these streets are at intervals of one hundred feet or less for a distance of a quarter of a mile for at least two one-quarter mile sections; and
WHEREAS, based on this criteria, the City Council has the authority to declare the following streets as an “urban district”: Wabasha Street- Cesar Chavez Street to Kellogg Boulevard, Cretin Avenue North - Temple Court to Iglehart Avenue, Fillmore Street - State Street to Plato Boulevard E, Cesar Chavez Street - Anita Street to US 52 and Mississippi Street - University Avenue to Phalen Boulevard, and
WHEREAS, the city further believes that consistent speed limits in the “Urban Districts” is a strong component of safety for all users of the system including Pedestrians and Bicycles.
