Approving the use of grant funds through the Neighborhood Star Year-Round Program for Historic Saint Paul and Greening the Avenue.
Body
WHEREAS, on September 9, 2015, the Neighborhood STAR Board reviewed Neighborhood STAR Year-Round grant requests from Historic Saint Paul to assist with exterior improvement to Joe and Stan’s Sports Lounge & Grill and additional funding for Greening the Avenue’s re-granting program along West Seventh Street; and
WHEREAS, the Neighborhood STAR Board rated these projects on a scale from 1 (low) to 5 (high) with Historic Saint Paul receiving a score of 4.30 and Greening Avenue a rating of 2.07; and
WHEREAS, a waiver of STAR Guidelines in regards to the lack of a minimum dollar for dollar match for the Greening the Avenue Program is being recommended; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $10,000 through the Ward 2 and Ward 7 Neighborhood STAR Year-Round Program and provide up to $6,000 in grant funds through the Ward 2 Neighborhood STAR Year-Round Program; and
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
