Authorizing the Department of Parks and Recreation to solicit and accept sponsorships and donations, for the Blooming Saint Paul program, to fund hanging baskets, the Blooming Saint Paul Showcase, and materials and supplies to support community gardens in 2022.
Body
WHEREAS, the Department of Parks and Recreation Blooming Saint Paul program exists to beautify Saint Paul by supporting the communal creation of a healthy natural environment to enhance touring, living, and working in the city; and
WHEREAS, the Department of Parks and Recreation requests permission to solicit businesses and individuals for sponsorships to support the Blooming Saint Paul program, which includes hanging baskets, the Blooming Saint Paul Showcase, and community gardens; and
WHEREAS, Parks and Recreation wishes to solicit and accept donations specifically for these programs, including hanging basket sponsorships valued over $500; and
WHEREAS, Saint Paul Administrative Code §41.04 (b) requires prior approval of the city council by resolution to solicit funds and/or property or services in kind on behalf of the city; and
WHEREAS, Saint Paul Administrative Code §41.04 (d) permits solicitations of over $500 where the council provides authorization and the names of the designees are filed with the city clerk; now, therefore, be it
RESOLVED, that the Director of Parks and Recreation, Michael Hahm, and his designees, Tom Russell, Brad Meyer, Adam Robbins, and Tony Singerhouse, are authorized to solicit and accept sponsorships and donations for the Blooming Saint Paul program; and be it
FURTHER RESOLVED, that pursuant to Saint Paul Administrative Code §41.04 (e) and (f), the names of those employees authorized to solicit donations for the Blooming Saint Paul program will be filed with the city clerk and the Department of Parks and Recreation will submit quarterly reports of all solicitations pursuant to this resolution to the city clerk, mayor and each councilperson.
