Title

Preliminary Order setting the date of Public Hearing for January 28, 2026, to consider approval of the 2026 Pelham: Franklin to Mississippi River Blvd. Street Paving and Lighting Project (Project 19275, Asmt 265202).

Body

In the Matter of approving all necessary work for the 2026 Earl Street from Maryland to Minnehaha paving and lighting project.  Proposed improvements to be made as part of the project include reconstructing the roadway to a true 2-lane configuration and repurpose the excess space as an off-street bikeway as part of the Grand Round Implementation Plan.  Sidewalks will be added where none currently exists.  The project will upgrade existing pedestrian ramps to current Americans with Disabilities Act (ADA) current standards.  The at-grade railroad crossing at Wabash Avenue will also be addressed with this project to anticipate future connections with other multi-use trails in the area.  Sanitary sewer services and their connection to the sewer main can be replaced at the request of the property owners.

 

The Council of the City of Saint Paul, having received the report of the Mayor upon the above improvement and having considered said report, hereby resolves:

 

1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is $18,450,000, financed by Common Cent Sales Tax, Sewer Utility, St. Paul Regional Water Services, and assessments.

 

2. That a public hearing be had on said improvement on the 28th day of January 2026, at 3:30 p.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.

 

3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
