Authorizing the Office of Financial Services to apply for the FY26 SWC Resilience Grant Program from Minnesota Pollution Control Agency for community-led climate adaptation engagement with a 10% in-kind match.
Body
WHEREAS, the 2019 Saint Paul Climate Action and Resilience Plan (CARP) commits the City to advancing equitable climate adaptation and resilience strategies, including strengthening community engagement and supporting residents in preparing for the impacts of extreme weather and a changing climate; and

WHEREAS, during the 2025 CARP update process, the City engaged residents across Saint Paul-supported by a previous MPCA resilience planning grant-and heard clearly that residents want more communication from the City about climate change and more opportunities to connect with their neighbors about climate-related concerns, impacts, and solutions;

WHEREAS, this next phase of work will build on that engagement by developing multilingual, plain-language communication materials for the updated CARP, conducting community-wide engagement to understand community preferences for climate communication and connection, incorporating arts-based engagement methods, and producing a community-led plan to guide equitable climate adaptation; and

WHEREAS, the Minnesota Pollution Control Agency (MPCA) has made planning grant funding available through the Stormwater, Wastewater, and Community Resilience (SWC Resilience) Grant Program to support local governments in developing plans of action to enable communities to adapt to extreme weather events and a changing climate; and

WHEREAS, eligible applicants include Minnesota political subdivisions including cities such as the City of Saint Paul; and

WHEREAS, the grant amount would be $80,000 with a grant term of June 2026 - June 2027 and the funding source for this grant is state funds; and

WHEREAS, the grant requires 10% in matching funds, and the source for these funds is to be provided through in-kind staff...
