Amending the 2010 Capital Improvement Budget in the Department of Parks and Recreation by adding $100,000.00 to the financing and spending plans from a STAR Grant received for the Phalen Security Camera project.

WHEREAS, The Friends of Lake Phalen, Inc. and Saint Paul Parks and Recreation have applied for and received a STAR grant in the amount of $100,000 for the installation of security cameras in four select locations within Phalen Regional Park; and
WHEREAS, the cameras conform with the City's Comprehensive Plan, Parks Chapter strategy 1.6 - Improve public safety in parks and strategy 1.9 - Explore increasing the use of proven technologies (such as cameras) in parks facilities to improve public safety and prevent crime; and
WHEREAS, it is the desire of Parks and Recreation to establish a financing and spending budget for the installation of the security cameras in Phalen Regional Park; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $100,000 in excess of those estimated in the 2010 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the positive advice of the Long Range Capital Improvement Budget Committee, that $100,000 is available for appropriation in the 2010 Capital Improvement Budget, and said 2010 budget, as heretofore adopted by the Council, is here by further amended as indicated on the attached.
