Amending the HOME 2023 general ledger budget by $438,017.14 to reflect the receipt of additional prior year HOME Program Income and amending the budget by $632,639.14.

Body

WHEREAS, the City Council of the City of Saint Paul did approve, upon the recommendation of the Mayor, the fiscal year 2023 Community Development Block Grant, HOME, and Emergency Solutions Grant Programs ("2023 Programs") as part of the 2023 Special Funds Budget; and

WHEREAS, by Resolution 23-391, the City Council of the City of Saint Paul approved the 2023 annual action plan and authorized the proper City officials to execute grant agreements and contracts between the U.S. Department of Housing and Urban Development ("HUD") and the City of Saint Paul ("City") for the 2023 Programs; and

WHEREAS, during the 2023 Budget Process, the Council of the City of Saint Paul approved the estimated financing for the 2023 HOME Program in the amount of $2,691,348.00; and

WHEREAS, the grant agreement between the U.S. Department of Housing and Urban Development and the City is in the amount of $2,496,726.00 for the 2023 HOME grant program; and

WHEREAS, the HOME grant general ledger fiscal year 2023 budget needs to be increased by $438,017.14 to reflect the additional HOME program income received by the City in prior program years; and

WHEREAS, the HOME project budget needs to be increased by $632,639.14 to reflect the current HUD undesignated balance including the additional HOME program income received by the City in prior program years ($438,017.14 2023 general ledger budget increase plus $194,622.00 of 2023 general ledger budget not yet in project budget); and

WHEREAS, the Mayor, pursuant to Section 10.07.01 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $438,017.14 in excess of those estimated in the current grant budget; now, therefore, be it
