Authorizing the acceptance of funds for the Emergency Solutions Grant Program for HUD FY2016 and approving the 2016-2017 Emergency Solutions Grant Fund recipients.

WHEREAS, on January 12,1988, the Council of the City of Saint Paul approved the procedures to allocate the Emergency Solutions Grant Program (“ESG”) funds, formerly known as the Emergency Shelter Grant Program, given to the City by the U.S. Department of Housing and Urban Development (“HUD”); and
WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation of the Mayor, the FY 2016 Community Development Block Grant, HOME, and Emergency Solutions Grant Programs (“2016 Programs”) as part of the 2016 Special Funds Budget; and
WHEREAS, by Resolution 16-569, the Council of the City of Saint Paul authorized the proper City officials to executed grant agreements and contracts between the U.S. Department of Housing and Urban Development (“HUD”) and the City of Saint Paul (“City”) for the 2016 Programs; and
WHEREAS, during the 2016 Budget Process, the Council of the City of Saint Paul approved the estimated financing for the 2016 ESG Program in the amount of $350,000; and
WHEREAS, on August 22, 2016, proper City officials executed the grant agreement between the U.S. Department of Housing and Urban Development and the City in the amount of $574,696 for the 2016 Emergency Solutions Grant Program (“ESG Program”); and.
WHEREAS, during October 2016, the City of Saint Paul issued a Request for Proposals for the ESG Year 2016-2017 which invited eligible nonprofit organizations to submit proposals to use ESG funds to serve Saint Paul homeless residents; and
WHEREAS, the 2016-2017 budget for the ESG funds received by the City from HUD is $574,696; and
WHEREAS, in accordance with the approved procedures, the Emergency Solutions Grant Review Committee was consulted about the 2016-2017 ESG grant requests, and based upon review of the city staff in consultatio...
