Accepting a 2022 Byrne Justice Assistance Criminal and Juvenile Justice Intervention grant from the Minnesota Department of Public Safety, Office of Justice Programs, in the amount of $257,050.00 for the City’s ETHOS program and amending the 2022 spending and financing budget for the City Attorney's Office.

WHEREAS, the City Attorney’s Office received authorization to apply for a Byrne Justice Assistance Criminal and Juvenile Justice Intervention grant from the Minnesota Department of Public Safety, Office of Justice Programs via RES 21-1671; and
WHEREAS, the Minnesota Department of Public Safety awarded $257,050.00 to the City for the purpose of supporting the City Attorney’s Office’s ETHOS program from October 1, 2021, through September 30, 2023 (the “Grant”); and
WHEREAS, $192,000.00 of the above-referenced Grant will be in the form of a new award and $65,050.00 will be in the form of a carryover from a prior Byrne Justice Assistance Criminal and Juvenile Justice Intervention award; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation revenues in the amount $192,00.00 in excess of those in the 2022 budget; and
WHEREAS, there is a public purpose in supporting the City Attorney’s Office’s ETHOS program; now, therefore, be it
RESOLVED, by the Saint Paul City Council (the “Council”), as follows:
1. The Council, upon certification of the Mayor that $192,00.00 is available for appropriation, hereby amends the 2022 budget in the particulars reflected in the attached financial analysis.
2. The Council hereby authorizes the appropriate City officials to enter into an agreement with the Minnesota Department of Public Safety for the purpose of receiving the Grant, which includes an indemnification clause.
