Approving the use of grant funds through the Ward 1 Neighborhood STAR Year-Round Program for the Capital Heights Banner Project and the East African Women’s Shelter.

 

Body

WHEREAS, on February 10, 2016, the Neighborhood STAR Board reviewed a proposal for
STAR grant financing through the Ward 1 Neighborhood STAR Year-Round Program to assist the Thomas Dale District 7 Planning Council with their Capitol Heights Banner Project; and

 

WHEREAS, on February 10, 2016, the Neighborhood STAR Board reviewed a proposal for
STAR grant financing through the Ward 1 Neighborhood STAR Year-Round Program for improvements to the East African Women’s Shelter; and

 

WHEREAS, the Neighborhood STAR Board rated the Capitol Heights Banner Project a 1.38 and the East African Women’s Shelter a 4.76 on a scale from 1 (low) to 5 (high); and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of both activities by providing up to $50,000 in grant financing through the Ward 1 Neighborhood STAR Year-Round Program for the East African Women’s Shelter and up to $5,000 in grant funds for the Capitol Heights Banner Project; and

 

WHEREAS a waiver to STAR Guidelines requiring improvements be permanently affixed with a $1 for $1 match is being recommended for the Capitol Heights Banner Project; and

 

WHEREAS, work on the Capitol Heights Banner Project began on May 20, 2016, therefore expenditures occurring after this date shall hereby qualify for funding; therefore be it

 

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary documents to implement this Resolution, subject to approval by the City Attorney; and be it

 

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
