Authorizing the City to acquire permanent and temporary construction easements from property owners within the University Avenue Reconstruction Project.
Body
WHEREAS, in 2026 the City of Saint Paul ("City") will be reconstructing a portion of University Avenue between I-35 E and Lafayette Road, including added signals, street lighting, trees, signs, concrete sidewalks and an off-street trail (the "Project"); and
WHEREAS, the Project is funded with Common Cent sales tax funds and special assessments; and
WHEREAS, the City Council, in RES PH 25-219 authorized the acquisition of permanent right-of-way easements, sidewalk, drainage and utility easements, and temporary construction easements required for the Project; and
WHEREAS, the City, based on independent appraisals, has made offers to all property owners to acquire the easements, and the City and owners have negotiated and agreed to compensation for the easements; and
WHEREAS, the easements for each property are provided as follows:
