Authorizing the Police Department to apply for the 2026-2027 Community Crime Intervention and Prevention (CCIP) Programs Grant from the Minnesota Department of Public Safety - Office of Justice Programs to support ASPIRE Partnerships to Reduce Violent Crime.
Body
WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and
WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and
WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and
WHEREAS, the Police Department would like to apply to the 2026-2027 Community Crime Intervention and Prevention (CCIP) Programs Grant from the Minnesota Department of Public Safety - Office of Justice Programs, which; funds community-based and school-based programs that operate crime or violence prevention and intervention programs that provide direct services to community members; and
WHEREAS, grant funding will support the Police Department’s work to strengthen partnerships with organizations to whom the ASPIRE Unit refers individuals who are at risk of involvement with violence and provide resources for ASPIRE to offer small miscellaneous supports to these individuals; and
WHEREAS, the grant amount would be up to $500,000 with a grant term of 1/1/2026-12/31/2027 and the funding source for this grant is the State of Minnesota; and
WHEREAS, there is no required match of these funds by the City; and
WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it
