Approving a Special Law enacted by the Minnesota State Legislature during the 2020 Regular Session to allow the City of Saint Paul to issue an on-sale intoxicating liquor license for a Food Hall.

WHEREAS, during the 2020 Regular Session of the Minnesota Legislature, the State of Minnesota enacted 2020 Laws of Minnesota, Chapter 103 - S.F. No 2130, Section 9 (“Special Law”) which allows the City of Saint Paul to issue an on-sale intoxicating liquor license for a licensee serving as an anchor tenant or umbrella operator for a distinct, compact, and contiguous premises which contains restaurants and closes by midnight; and
WHEREAS, the Special Law states that a license may allow service and consumption anywhere within the defined premises as long as consumption of licensed beverages sold by the license holder is within a food establishment area or common areas within the licensed premises; and
WHEREAS, the Special Law requires the City of Saint Paul to comply in a timely manner with Minnesota Statutes Section 645.021, which requires approval by resolution of a majority vote of all members of the governing body or unit; now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul, the Special Law pursuant to the provisions contained herein, is in all things adopted and approved; and be it
FINALLY RESOLVED, that the City Clerk, as the chief clerical officer of the City of Saint Paul, is directed to prepare and file with the Secretary of State, in a form prescribed by the Attorney General, a certificate stating the essential facts necessary to the adoption and approval of this law in compliance with Minnesota Statutes Section 645.021, Subdivision 3.
