Authorizing the Department of Human Rights and Equal Economic Opportunity (HREEO) to apply for a Pan African Community Endowment/Minnesota Philanthropy Partners grant for the EMS Academy.
 
Body
WHEREAS, the EMS Academy is a collaborative effort between the Saint Paul Fire Department, Parks and Recreation's Youth Job Corps, and the Department of Human Rights and Equal Economic Opportunity (HREEO) promoting workforce development and providing a pipeline of diverse emergency medical providers for the City of Saint Paul, and allows underserved youth the opportunity to pursue a meaningful vocation; and
 
WHEREAS, the EMS Academy does not have an official source of revenue or a complete budget, and in order to continue offering EMS training courses, the City of Saint Paul requires outside funding to operate the program; and
 
WHEREAS, the Pan African Community Endowment through Minnesota Philanthropy Partners, is soliciting applications for grant funding for existing and new adult career pathway programs; and
 
WHEREAS, the Department of HREEO wishes to apply for a grant for the EMS Academy to be used for a work force development initiative that focuses on training academically underprepared adults, specifically members of the Pan African Community, to work in high-demand fields and will use the grant money to contract accredited instructional staff, pay for student equipment and testing fees, and any additional costs necessary to the continued operation of the EMS Academy; and
 
NOW THEREFORE BE IT RESOLVED, that the Saint Paul City Council authorizes the Department of HREEO to apply for a Pan African Community Endowment, through the Minnesota Philanthropy Partners, and if approved, further authorizes the appropriate city officials to enter into the necessary agreements to accept said grant.
