Authorizing the Saint Paul Police Department (SPPD) to submit an application for funds under a Request for Proposals issued by the United States Department of Justice (USDOJ), Bureau of Justice Assistance (BJA) FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) Program

WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and
WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and
WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and
WHEREAS, on June 22, 2022, the U.S. Department of Justice (USDOJ), Bureau of Justice Assistance (BJA) released a Request for Proposals for the FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) Program; and
WHEREAS, the Saint Paul Police Department (SPPD) has received similar grants from this program for several years, including an award for $253,351 in 2021; and
WHEREAS, the application submitted will be for the SPPD to fund overtime costs for community engagement and reduction of Part I crimes; and
WHEREAS, the SPPD will submit this application in collaboration with Ramsey County, which will receive a portion of the funds, per the grant’s requirements; and
WHEREAS, this grant, if awarded, does not include a matching requirement; and
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the Police Department may submit an application for funds under the Request for Proposals from the U.S. Department of Justice, Bureau of Justice Assistance (BJA) FY 2022 Edward Byrne Memorial Justice Assistance Grant (JAG) Program.
