Title

Amending section 310.01 of the Saint Paul Legislative Code to create new fee categories and associated license fees for Transportation Network Companies.

Section 1

WHEREAS, it has been more than 10 years since the adoption of the Saint Paul Legislative Code of Ordinances Chapter 373 regulating the subject of Transportation Network Companies; and

WHEREAS, the Department of Safety and Inspections (DSI) is funded in part by licensing fees; and

WHEREAS, the use of and market for Transportation Network Companies in the City has changed since the adoption of Chapter 373 because the number, nature, and size of these companies has changed, and the original fee table no longer represents the current landscape; and

WHEREAS, the adoption of a three-tiered license fee structure for Transportation Network Companies based on the number of drivers employed will encourage greater participation in the business activity within the City of Saint Paul; and

WHEREAS, the fee calculated for each of the three tiers reflects the anticipated amount of DSI staff resources allocated to each Transportation Network Company in that tier based on the number of drivers. DSI calculated the fees based on the estimated number of compliance activities per Transportation Network Company and the estimated cost of the individual compliance activity; and now, therefore, be it

RESOLVED, the Council of the City of Saint Paul does ordain:

Section 2

Title XXIX, Chapter 310.01, of the Saint Paul Legislative Code is hereby amended by replacing the Class N Business Licenses fee table with the attached table. (Exhibit #1)

 

Section 3

This ordinance will take effect and be in force thirty (30) days following its passage, approval, and publication.
