Authorizing the Provision of Refreshments for the Inaugural State of Our Youth Address.

WHEREAS the inaugural State of Our Youth Address will be sponsored by Councilmember HwaJeong Kim and will be held at the North End Community Center on Thursday, August 20, 2026, with remarks beginning at 4:00 p.m.; and
WHEREAS the inaugural State of Our Youth Address will provide an opportunity for Saint Paul youth to share their experiences, perspectives, ideas, and recommendations with community leaders, policymakers, and residents; and
WHEREAS the inaugural State of Our Youth Address is expected to be attended by more than 70 community members, including youth, families, community leaders, policymakers, and other stakeholders; and
WHEREAS the purpose of the event is to elevate youth voice, strengthen civic engagement, develop youth leadership, and create opportunities for young people to connect with community members and local government; and
WHEREAS the expenditure of money for light refreshments serves a public purpose by fostering community engagement, encouraging participation, and facilitating meaningful discussions and connections among youth, residents, community organizations, and City officials and staff; and
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council is authorized to spend up to a total of $500 for the purchase of light refreshments for the inaugural State of Our Youth Address sponsored by Councilmember HwaJeong Kim; and be it
FURTHER RESOLVED, that the expenditure authorized by this resolution shall be administered in accordance with all applicable City policies, administrative rules, and financial procedures.
