Authorizing the City to amend the HUD Section 3 Compliance (Collaborative) Program Joint Powers Agreement. (Laid over from September 6.)
Body
WHEREAS, pursuant to the provisions of Minnesota Statutes Section 471.59, two or more governmental units, by agreement entered into through action of their governing bodies, are authorized to enter into agreements to exercise jointly or cooperatively governmental powers common to each and to permit one governmental entity to perform services or functions for another governmental unit; and
WHEREAS, the counties of Anoka, Dakota, Washington, the Minnesota Housing Finance Agency, and the City of Saint Paul are governmental units as defined under Minn. Stat. §471.59; and
WHEREAS, pursuant to City Council RES 21-571, the Saint Paul City Council authorized the City of Saint Paul (City) to enter into a Joint Powers Agreement (JPA) allowing the City to operate a HUD Section 3 Compliance Program on behalf of various governmental units; and
WHEREAS, the JPA is amended to revise the participating jurisdictions to include the counties of Anoka, Dakota, and Washington, and the Minnesota Housing Finance Agency hereinafter the Collaborative; and
WHEREAS, the JPA is amended to include the updated Collaborative annual member service fee; and
WHEREAS, the JPA is amended to include provisions for adding and removing Collaborative Members; now therefore, be it
RESOLVED, that the City Council of the City of Saint Paul, upon recommendation of the Mayor, approves the amendments to HUD Section 3 Compliance (Collaborative) Program Joint Powers Agreement.
