WHEREAS, this resolution rescinds and replaces RES #19-626 adopted by this Council on April 24, 2019, which authorized a Contamination Cleanup and Investigation Grant application to the Minnesota Department of Employment and Economic Development; and

WHEREAS, the City of Saint Paul (“City”) agreed to act as the legal sponsor for the International Institute of Minnesota project at 1694 Como Avenue, undertaken by the International Institute of Minnesota, and as outlined in the Contamination Cleanup and Investigation Grant application submitted on May 1, 2019 (the “Project”); and

WHEREAS, the City has legal authority to apply for financial assistance on behalf of International Institute of Minnesota for the Project, and has the institutional, managerial, and financial capability to ensure adequate grant administration; and

WHEREAS, the sources and amounts of the local match identified in the above-referenced grant application are committed to the Project; and

WHEREAS, the City has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; and

WHEREAS, the Department of Employment and Economic Development preliminarily awarded a Contamination Cleanup and Investigation grant of $262,493.00 for the Project; and

WHEREAS, the Mayor, upon the City’s acceptance of the above-referenced grant funds and pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, certifies that $262,493.00 in funds are available for approp...
