Amending Section 94.13 of the Legislative Code to ensure consistency with the 2015 MN Plumbing and Building Codes.

SECTION 1
WHEREAS, Saint Paul Legislative Code Section 94.13 is inconsistent and more restrictive than the 2015 MN Plumbing and Building Codes; and
WHEREAS, Saint Paul Legislative Code should not be more restrictive than the 2015 MN Plumbing and Building Codes; and
WHEREAS, the inconsistency is causing confusion for licensed installers; and
WHEREAS, the Department of Safety and Inspections wishes to address this inconsistency; Now, therefore be it
RESOLVED, that the Council of the City of Saint Paul does hereby ordain:
SECTION 2
Chapter 94.13 of the Saint Paul Legislative Code is hereby amended as follows:
Sec. 94.13. Water heating systems.
(a) In the installation of plumbing for the heating of water for domestic use or for house heating purposes, approved safety devices shall be installed to protect against explosion and meter damage.
(b) Water heaters and water storage tanks having a capacity greater than six (6) gallons and that are connected to a potable water system shall be no higher than eighteen (18) inches above the floor.
(c) Heat exchanger units connected to a potable water system shall be double-walled and designed in such a way that will cause the automatic discharge of heat transfer medium and/or potable water to the atmosphere in the event of unit failure.
SECTION 3
This Ordinance shall take effect and be in force thirty (30) days following passage, approval, and publication.
