WHEREAS, Saint Paul has experienced significant trauma and economic damage as a result of Operation Metro Surge. Residents and the City Council have tirelessly challenged ICE's racial profiling, harassment, and abduction of Saint Paul residents and killing of US citizens; and
WHEREAS, ICE operations are enabled by financial institutions’ investments in major ICE contractors; and
WHEREAS, according to the Swiss-based research and advocacy organization BreakFree Suisse based on monitoring and compilation of 13F-HR forms, European financial institutions including the Swiss National Bank, UBS, French asset manager Amundi, and Dutch pension fund ABP collectively have billions of dollars invested in contractors that enable ICE and DHS research, surveillance, IT, data analysis, communications, prison and detention center construction and management, electronic monitoring, and operations including Palantir, Geo Group, AT&T, CACI International, and CoreCivic; and
WHEREAS, European financial institutions’ investments in ICE and DHS contractors enable DHS and ICE operations and generate profits from the abuse of Saint Paul residents; and
WHEREAS, ICE operations have violated the civil rights and democratic norms of Saint Paul residents. The City of Saint Paul has adopted positions supporting the human rights and democratic freedoms of people across the world and looks to international allies to stand for the rights of Saint Paul residents and uphold these democratic values through acts of solidarity; and
