Authorizing the City to execute a third amendment to a lease agreement with Ramsey County for the Ramsey County Sheriff's use of space in the City Hall Annex.

WHEREAS, on July 1, 2023 the City of Saint Paul ("City"), as lessor, entered into a 2-year lease agreement renewal (the "Lease", No. TMS/17) with Ramsey County ("County"), as lessee, on behalf of the Ramsey County Sheriff's Office ("Sheriff's Office") for its use of space in the City Hall Annex, 25 West Fourth Street, Suite 150 (the "Premises") for sheriff operations; and
WHEREAS, on October 23, 2024 the City Council adopted RES 24-1431 to authorize a First Amendment to Lease Agreement to recognize a reduction in rent for the Sheriff's Office based on their reduced lease space from 5,700 square feet to 3,378 square feet, and to allow continued occupancy of the Premises beyond the June 30, 2025 expiration date through a month-to month tenancy; and
WHEREAS, on July 16, 2025 the City Council adopted RES 25-1090 to authorize a Second Amendment to Lease Agreement to extend the lease term through June 30, 2026, with a month-to-month tenancy thereafter, and to increase the rental rate by 2.0%; and
WHEREAS, the City and County now desire to further extend the lease term to allow the Sheriff's Office to occupy the Premises through December 31, 2027, with a month-to-month-tenancy thereafter, and to increase the rental rate by 2.0%, as documented in the Third Amendment to Lease Agreement, attached hereto as Exhibit A; now, therefore, be it
RESOLVED, that the proper city officials are hereby authorized to execute said Third Amendment to Lease Agreement in a form and content substantially as set forth in Exhibit A attached hereto.
