Purpose of Appeal: Purchased property 7/25/17. Property needs lots of work. Asking for more time to be able to pull permits, complete work, and apply for Rental License. 90 day extension is all I need. I provide legitimate, affordable housing to people in need. $2500 vacant fee would seriously hurt my goal.

WHEREAS, in the matter of the Appeal of Kevin Kostka to a Vacant Building Registration Notice at 873 MARION STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal to release the property from the Vacant Building program and allow property owner to get Fire Certificate of Occupancy reinstated upon completion of the rehabilitation; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
