Requesting Administrative Policy changes to the Street Maintenance Service Program.
Body
WHEREAS, RES PH 16-304, adopted by the Council on December 14, 2016, explained that City staff from the Office of Financial Services, Department of Public Works, Department of Parks and Recreation, and City Council would evaluate alternatives to the funding structure for the City’s Right-of-Way Maintenance Program; and
WHEREAS, RES PH 17-84, adopted by the Council on March, 22, 2017, as a result of this work, recommended changes to the funding structure of the City’s Right-of-Way Maintenance Program and created the Street Maintenance Services Program (SMSP); and
WHEREAS, Staff recommended a balanced approach of funding including charging fees for services to specific properties benefited by those services; and
WHEREAS, the Former ROW policy provided an irregular lot subsidy as well as a corner subsidy; the new Street Maintenance Service Program (SMSP) retains a corner subsidy, but does not address residential irregular shaped lots; and
WHEREAS, the City Council had a policy session on March 21st, 2018 and recommends the Street Maintenance Service Program (SMSP) policy include an irregular shaped lot subsidy; and
WHEREAS, RES 18-395, adopted by the Council March 14, 2018, established the Saint Paul Streets program policy including an irregular shaped lot calculation; and
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council requests the Administration apply the SPS irregular shaped lot policy to the Street Maintenance Service Program in 2018.
