Authorizing use of a Project Labor Agreement (PLA) for the new 5-story mixed-use project at 892 East 7th Street (District 4, Ward 6).

Body

WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (“PLA”) pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and

 

WHEREAS, PPL East 7th Community Limited Partnership (the “Developer”), will construct a mixed-use building on a vacant parcel.  The building will consist of 60 units of affordable housing at 30% to 50% of Area Median Income and 40,000 square feet of commercial space located at 892 East 7th Street (the “Project”).  The total project budget will be over $250,000, and a portion of this amount will be financed by American Rescue Plan Act (SLFRF) funds and by spending plan tax increment financing; and

 

WHEREAS, Planning and Economic Development staff sent written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on November 16, 2023 with only one response received from the Saint Paul Building Trades Council; and

 

WHEREAS, the Saint Paul Building Trades Council responded stating “length of project, safety, multi-craft, dollar amount” as reasons they recommend a PLA for projects identified herein; now, therefore, be it

 

RESOLVED, that the City Council of the City of Saint Paul:

 

                     1.                     hereby approves the use of a PLA on the mixed-use project located at 892 East 7th Street.; and

 

                     2.                     hereby authorizes the appropriate city officials to draft and execute such documents as are necessary to implement this resolution.
