Authorizing the City to make a $1,941,711 correction to the Electric Vehicle Maintenance fund budget in specific projects and accounts to align with actual spending.
Body
WHEREAS, the City of Saint Paul partnered with the City of Minneapolis, HOURCAR, Xcel Energy, and others to create the country’s first and largest municipally-owned electric carshare program, Evie, and the EV Spot charging network, and the program has been successful and very highly utilized as a new form of 100% renewably powered, affordable clean transportation, with more than 40% of Evie usage in 2023 coming from qualified lower-income carshare members and more than 40% of usage in 2023 by BIPOC carshare members, and Evie Carshare and the EV Spot network are significantly reducing greenhouse gas emissions; and
WHEREAS, the Department Public Works Accounting has identified select changes related to actual spending and reimbursements to date which are needed to better align with Evie project planning and programming in order to ensure accuracy in financial reporting and reduce the potential for unqualified federal spending; and
WHEREAS, the Mayor, pursuant to Section 10.07.3 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues and expenses less than those estimated in the budget, funds of $1,941,711 in the Public Works Grant Fund; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $1,941,711 is reduced from appropriation in the Public Works Grant Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
