Approving the application for change of ownership to the Liquor On Sale - 100 seats or less, Liquor On Sale - Sunday and Entertainment (B) license now held by Lucy Bar & Restaurant LLC d/b/a Ethiopian Mesob Restaurant (License ID #20240001343) for the premises located at 1220 Rice Street.

WHEREAS, on June 26, 2024, Lucy Bar & Restaurant LLC d/b/a Ethiopian Mesob Restaurant (License ID #20240001343) applied for a change of ownership to the Liquor On Sale - 100 seats or less, Liquor On Sale - Sunday and Entertainment (B) license for the premises 1220 Rice St., in Saint Paul; and
WHEREAS, the license application notification was sent out by the Department of Safety and Inspections (DSI) on September 13, 2024, with a response date of September 28, 2024; and
WHEREAS, the Department of Safety and Inspections received a letter from North End Neighborhood Organization stating their support for the issuance of the license; and
WHEREAS, in response to the notification no objections or comments were received; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,
RESOLVED, the change of ownership for the Liquor On Sale - 100 seats or less, Liquor On Sale - Sunday and Entertainment (B) license is hereby approved and issued Lucy Bar & Restaurant LLC d/b/a Ethiopian Mesob Restaurant (License ID #20240001343) for the premises located at 1220 Rice St., in Saint Paul with the following existing license conditions:
1. Licensee agrees to operate the establishment in compliance with Section 409.02 of the City of Saint Paul Legislative Code as a “Restaurant.”
2. Licensee agrees to close the establishment at 12:00 a.m. midnight. All patron/customers shall vacate the premises by 12:30 a.m. each day of the week as per Section 409.02 of the City of Saint Paul Legislative Code.
