Authorizing the Department of Parks and Recreation to enter into an agreement with Culture Inc. to provide and promote a refrigerated ice rink in downtown St. Paul for the "Winter Skate" Program and provide and install decorative lights in downtown St. Paul parks over the winter of 2010-2011.
 
Body
WHEREAS, the Department of Parks and Recreation has partnered with Culture Inc. over the last several years to provide and promote a refrigerated ice skate rink (Wells Fargo Winter Skate or WFWS) in downtown Saint Paul on Market Street adjacent to the Landmark Plaza Park; and
 
WHEREAS, they have also partnered to install a Downtown Holiday Lights Program that will provide decorative lighting in downtown parks facilities including Rice Park, Hamm Plaza, Ecolab Plaza, Landmark Plaza, Mears Park, and Kellogg Park including the transportation and installation of up to three (3) lighted holiday trees at Rice Park, Hamm Plaza, and Ecolab Plaza; and
 
WHEREAS, the City will pay Culture Inc. up to $80,000 for the ice skate rink and holiday lights and trees; and
 
WHEREAS, past years have proven that the presence of the downtown ice skate rink and the holiday decorations are instrumental in bringing people to the downtown area to enjoy the opportunity to skate outdoors, and provides a recreational opportunity for citizens as well as showcasing the downtown area to visitors; and
 
WHEREAS, the Saint Paul City Council finds that the expenditure of funds for the ice skate rink and the installations of holiday lights and trees serves a public purpose;
 
NOW, THEREFORE, BE IT RESOLVED, that the appropriate City officials are authorized to enter into the attached agreement to partner with Culture, Inc. to provide and promote a refrigerated ice skate rink, holiday lights and trees in the downtown area.
