Authorizing the Departments of Emergency Management and Public Works to apply for the FY2024 Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) grant programs from Department of Homeland Security - FEMA to support funding for the Lowertown Flood Mitigation project.

Body

WHEREAS, the Saint Paul Department of Emergency Management and Saint Paul Department of Public Works would like to apply to the FY2024 Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) grant programs from Department of Homeland Security - FEMA, which; the FMA grant program makes federal funds available to local governments to reduce or eliminate the risk of repetitive flood damage to buildings and structures, and which; the BRIC grant program makes federal funds available to local governments for hazard mitigation activities;

WHEREAS, the Saint Paul Lowertown Flood Mitigation project will install watertight aluminum stoplog barriers for use during Mississippi River flood events, one on Second Street at Jackson Street and one on Second Street at Sibley; and

WHEREAS, implementation of this project will aid the City of Saint Paul in flood mitigation efforts and provide a more reliable flood barrier for the benefit of adjacent public and private properties, transportation networks, and utility system service to many properties in Downtown Saint Paul; and

WHEREAS, the grant amount would be $2,000,000 with a grant term of 36 months from the award date; and

WHEREAS, the grant requires 25% in matching funds, and the source for these funds is Saint Paul Public Works Sewer Fund

WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it
