Authorizing Public Works Solid Waste and Recycling Fund to amend their 2023 fiscal budget, including a reallocation of spending by $1,793,850 to purchase a pickup truck and four cart service trucks (including operating personnel), a storage trailer, and a fabric storage building.

WHEREAS, the City of St. Paul is working to facilitate a safer and more sustainable recycling cart management process, and
WHEREAS, the City of St. Paul requires the addition of a small fleet of custom-fitted vehicles that will be used for cart service, delivery and management within city rights-of-way, and
WHEREAS, the addition of four cart service trucks and a supervisor pickup-truck with plow and designated operating personnel (including four cart service workers and one supervisor) will provide faster and more consistent cart service to city recycling customers, and
WHEREAS, the cost of these vehicles is currently estimated at $630,000, and the cost of personnel at $236,809 (for the balance of 2023), and the cost of the trailer is estimated at $409,541, and the cost of the fabrication building is estimated at $517,500, and
WHEREAS, there is funding availability currently within the Recycling accounting unit in 2023’s budget, therefore now
ADMINISTRATIVE ORDER, consistent with the authority granted to the Mayor in Section 10.07.4 of the City Charter, and on the request of the Director of the Public Works Department to amend the 2023 budget in the Public Works Recycling accounting unit, the Office of Financial Services is authorized to amend said budget in the manner as specified in the attached financial analysis.
