Authorizing a license agreement between Jones Lang LaSalle Americas, Inc. and the Police Department for the City's use of vacant commercial space for police training activities.

 

Body

WHEREAS, the Saint Paul Police Department ("SPPD"), on behalf of the City of Saint Paul, desires to enter into a short-term license agreement ("License") with Jones Lang LaSalle Americas, Inc. ("JLL"), which manages commercial property at 425 Rice Street, Saint Paul Minnesota ("Licensed Premises") on behalf of Seritage SRC Finance, LLC ("Property Owner"); and

 

WHEREAS, SPPD desires to use the Licensed Premises, which consists of vacant retail space, for training activities for SPPD officers and other local law enforcement agencies.  SPPD will be training 40-50 Officers a day in civil unrest response.  Officers will go through arrest procedures, citizen rescue, and building infrastructure security.  The training and movements will not cause damage to the property; and

 

WHEREAS, the License provides for a term extending from January 11, 2021 through February 26, 2021, at a fixed rental fee of $15,000.00; and

 

WHEREAS, the City Council finds that the License will help facilitate valuable police training and inter-agency cooperation and coordination; now, therefore, be it

 

RESOLVED, that the City Council hereby authorizes the proper city officials to execute the License as set forth in Exhibit A attached hereto.
