Authorizing the Police Department to enter into the attached contract with the State of Minnesota, through its Commissioner of Public Safety, Bureau of Criminal Apprehension (BCA).
Body
WHEREAS, Under Minn. Stat. § 471.59, subd. 10, the State is empowered to enter into income contracts; and
WHEREAS, Under Minn. Stat. § 471.59, subd. 3, the State is authorized to receive funds from the Governmental Unit to carry out the purposes of this contract; and
WHEREAS, The Saint Paul Police Department (SPPD) is in need of Forensic DNA analysis and associated courtroom testimony related to physical evidence and is able to reimburse the State for the services of one DNA analyst, employed by the State, who will give priority to the SPPD’s cases; and
WHEREAS, SPPD will reimburse the State for all costs, including employee benefits and other expenses identified in Clause 3, Payment for employing one DNA Analyst during contract; and
WHEREAS, the term of the agreement will run from February 29, 2024 and expire on March 1, 2026 or until all obligations have been satisfactorily fulfilled, whichever occurs first and the total obligation of the contract will not exceed a total of $220,000.00; and
WHEREAS, funding for this position was included and approved as part of the General Fund 2024 Adopted Budget; now
THEREFORE BE IT RESOLVED, the Saint Paul City Council authorizes the City of Saint Paul to enter into, and Assistant Chief Jack Serier to implement the attached agreement with the State of Minnesota.
