Authorizing the Police Department to accept the 2012 Port Security Grant in the amount of $419,880 which includes a match requirement of $104,970 from the US Department of Homeland Security for the Maritime Awareness - Camera Surveillance Program.
 
Body
WHEREAS, the City of Saint Paul, Police Department has been awarded the 2012 Port Security Grant Program from the US Department of Homeland Security through its Federal Emergency Management Agency (FEMA) in the amount of $419,880 which includes a $104,970 match requirement; and
 
WHEREAS, this grant provides funds to support the city's Maritime Awareness - Camera Surveillance Program in network connectivity and  maintenance costs for 98 cameras, backhauls and other equipment; and
 
WHEREAS, this investment protects and ensures the continued operation of the system, software and firmware updates to both the equipment and network supporting the overall CCTV system operation which continues to enhance the overall support of security, safety, economy and quality of life of the Minneapolis-Saint Paul Port wide area; and
 
WHEREAS, a 2012 financing and spending plan needs to be established for these funds; and
 
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $209,000 in excess of those estimated in the 2012 budget; and
 
WHEREAS, the Mayor recommends that the following addition be made to the 2012 budget, and
 
THEREFORE BE IT RESOLVED, that council accepts this grant and authorizes the City of Saint Paul to enter into and city officials to implement the attached agreement with the U.S. Department of Homeland Security through its Federal Emergency Management Agency; and
 
THEREFORE BE IT RESOLVED, that the Saint Paul City Council approves these changes to the 2012 budget.
