Authorizing acceptance of additional funds for the 2011 Emergency Shelter Grant Program and approving recipients for additional funds.

Body
WHEREAS, by Resolution 11-602, the Council of the City of Saint Paul authorized proper City officials to execute a grant agreement between the U.S. Department of Housing and Urban Development ("HUD") and the City for the 2011 Emergency Shelter Grant Program ("ESG Program"); and

WHEREAS, the Council of the City of Saint Paul ("City") approved the estimated financing for the 2011 ESG Program in the amount of $350,000; and

WHEREAS, during 2012, the City was notified by HUD that the City may be eligible for additional ESG funds through a second allocation of 2011 ESG funds under HUD's Emergency Solutions Grant Program; and

WHEREAS, on May 14, 2012, the City submitted a Substantial Amendment to the 2011 Consolidated Plan to HUD in order to apply for the second allocation of 2011 ESG funds; and

WHEREAS, on August 6, 2012, the City received notice that HUD approved the Substantial Amendment to the 2011 Consolidated Plan and increased the City's FY 2011 Emergency Shelter Grant by $197,025; and

WHEREAS, in accordance with the Substantial Amendment to the 2011 Consolidated Plan which recognizes that the second allocation of the 2011 ESG funds must be spent in a timely manner, the following organizations are being recommended for the newly-acquired funding, and in the following amounts:

1. Face to Face Health and Counseling Inc. - SafeZone Rapid Rehousing Program $55,000
2. Catholic Charities' Dorothy Day Center Rapid Rehousing Program $61,125
3. YWCA St. Paul Rapid Rehousing Program $61,124
4. Amherst H. Wilder Foundation - Wilder Research $ 5,000
