Approving adverse action against the Second-Hand Dealer (Comp/Elec) license application submitted by Angkor Phone Trader, LLC d/b/a Angkor Trader (License ID# 20220001362) for the premises located at 422 University Avenue West, Unit 4.

WHEREAS, the Second-Hand Dealer (Comp/Elec) license application submitted by Angkor Phone Trader, LLC d/b/a Angkor Trader (License ID# 20220001362) for the premises located at 422 University Avenue West, Unit 4 in Saint Paul was the subject of a Notice of Intent to Deny License (“Notice”) dated March 30, 2023; and
WHEREAS, the Notice stated the licensee was sent an email from the Department of Safety and Inspections on August 30, 2022, confirming receipt of the license application and informing the licensee that in order to continue processing the application a copy of a signed lease and business information (including hours of operation for each day of the week and the address of where the business records would be kept) would need to be submitted; and
WHEREAS, the licensee failed to respond to the first email, so a second email with an attached letter was sent on December 21, 2022, stating that the application was still in “Pending” status until the required information was submitted by January 31, 2023; and
WHEREAS, on January 17, 2023, the December 21, 2022, letter sent to the licensee was returned by the Postal Service “Return to Sender - Attempted Not Known - Unable to Forward.”; and
WHEREAS, the Notice of Intent to Deny Licenses stated that if the licensee failed to submit the required information, request a Council hearing or withdraw the license application by April 10, 2023, that the matter would be placed on the City Council Consent agenda to impose the recommended penalty; now, therefore, be it
