Adopting the City of Saint Paul Continuity of Government Plan (hereinafter “COG Plan”) as the official City plan for maintaining continuity of its government responsibilities and personnel, ensuring the uninterrupted response to emergency incidents, natural disasters, and act(s) of terrorism that threaten the lives and property of residents, critical City infrastructure and facilities, and the well-being of the of the City and its neighborhoods.

WHEREAS, the Saint Paul Legislative Code, Chapter 13, specifies that the City of Saint Paul Director of Emergency Management prepare a comprehensive plan for managing emergencies and providing systemic means of cooperation, teamwork, and an integrated effort by all City Departments, Offices, and public safety responders during times of crisis, and

WHEREAS, the COG Plan ensures that the form of government set forth in the City Charter and Code of Ordinances shall continue to function without interruption should a human-caused or natural event disrupt continuity of government, including detailed department-level plans for guiding individual department actions in the event of a disruption of city government, and

WHEREAS, providing the guidance to keep the foundation of city government in operation is crucial anytime, but especially during a disaster so city government is able to continue meeting the needs of its people despite the fear, chaos, and suffering. Discontinuity in the city’s ability to conduct the public's business is reflected in lost information, revenue, programs, credibility, and confidence, resulting in increased vulnerability. This plan is designed to provide the framework, and specifics, for guiding the continuation of city government operations under emergency circumstances.
