Ratifying Vacant Building fees re-invoiced in November 2010. (File No. VB1104 and Assessment #118003)

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with vacant building fees on private properties in November 2010 (RE Project #VB1104 and Assessment #118003) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council's Legislative Hearing Officer has reviewed the assessment roll, considered appeals of affected property owners and developed recommendations for the City Council with respect to those assessments; and
WHEREAS, a public hearing was held upon the assessment for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; now therefore, be it
RESOLVED, that the said assessment be and the same is hereby in all respects ratified, pursuant to Chapter 14 of the Saint Paul City Charter, with the following changes:
1104 Magnolia Avenue East - delete the assessment;
686 Minnehaha Avenue West - delete the assessment;
758 Sixth Street East - delete the assessment and refer back for separate consideration in Legislative Hearing on May 17, 2011 and City Council Public Hearing on June 1, 2011;
390 Sherburne Avenue - delete the assessment and refer back for separate consideration in Legislative Hearing on May 17, 2011 and City Council Public Hearing on June 1, 2011;
2044 Reaney Avenue - delete the assessment; and be it further
RESOLVED, that the said assessment be and is hereby determined to be payable in one installment.
