Title

Authorizing the use of a Project Labor Agreement (PLA) on the construction portion of the Parque Castillo Play Area and Splash Pad project, and authorizing City officials to execute such an agreement.

 

Body

WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (“PLA”) pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and

 

WHEREAS, the Department of Parks and Recreation is undertaking improvements to Parque Castillo with CIB Bond and CDBG funds, with a total project budget of $650,000; and

 

WHEREAS, project includes construction of a play area, splash pad, site work, and landscaping; and

 

WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on May 9, 2017 with one response received; and

 

WHEREAS, the Building Trades Council recommended use of a PLA, with the stated reasons being “Dollar Amount; Length of Project; Multi-craft;” and

 

WHEREAS, the Project Manager agrees with the Building Trades Council and is recommending use of a PLA; and

 

WHEREAS, the Saint Paul City Council finds that the use of a PLA will ensure a harmonious, continuous, and stable workforce which will in turn ensure timely completion of the project without work stoppage or interruption; now, therefore, be it

 

RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Parque Castillo Play Area and Splash Pad project.
