Moving $25,000 from the Safe Routes to School - Plan Development Capital Budget into a SPPD Special Fund for police enforcement activities.

WHEREAS, $150,000 was adopted for the Safe Routes to School - Plan Development in the 2016 Adopted Capital Improvement Budget (CIB);
WHEREAS, The Safe Routes to School - Plan Development is a joint effort between the Public Works Department and Saint Paul Police to develop and update route plans to public, private, and charter schools throughout the City of Saint Paul and to promote education and training for pedestrians and bikers; and
WHEREAS, the updated Safe Routes to School Plan would identify any infrastructure needs which would benefit and encourage students to walk or bike to school; and
WHEREAS, $25,000 of the $150,000 Safe Routes to School - Plan Development budget has been earmarked for police enforcement activities and will be moved from the CIB budget into the SPPD Special Funds; and
WHEREAS, the SPPD will be using the funding to support the Stop For Me pedestrian safety campaign which promotes crosswalk safety events throughout the city. The locations of the safety events will be selected based on the relationship with the Safe Routes to School program; and
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, that $25,000 be moved from the CIB budget to the Saint Paul Police Department Special Fund, heretofore adopted by the Council, and hereby amended as set forth:
