Authorizing the Police Department to submit a grant application to the FY 2026 Enforcement Grant Program from the Office of Traffic Safety of the Minnesota Department of Public Safety, which includes a match requirement.
Body
WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and
WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and
WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and
WHEREAS, the Office of Traffic Safety of the Minnesota Department of Public Safety has invited grant applications for the FY2026 Enforcement program (sometimes known as Toward Zero Deaths, or TZD); and
WHEREAS, the Police Department has previously received funds from this grant program and intends to submit an application for approximately $1,000,000 from 10.1.25 to 9.30.26 to lead expanded traffic safety enforcement campaigns in cooperation with the Ramsey County Sheriff’s Office and seven suburban law enforcement agencies as subgrantees; and
WHEREAS, this grant, if awarded, includes a 1:1 matching funds requirement only for equipment purchases, and this requirement can be met with previously budgeted funds; and
WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request;
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the Police Department may submit an application to the Enforcement Grant Program from the Office of Traffic Safety of the Minnesota Department of Public Safety.
