Authorizing the Office of Neighborhood Safety to enter into an Amended Joint Powers Agreement with Ramsey County for the continued administration of the Familiar Faces program.

WHEREAS, The City of Saint Paul (“City”) and Ramsey County (“County”), collectively the “Parties” entered into an Agreement to administer the Byrne Grant (“Agreement”) executed by the Parties on October 23, 2024 (the “original JPA”); and
WHEREAS, The Department of Justice allowed for a no cost extension for the award to the County which extended the contract and Joint Powers Agreement through May 31, 2026; and
WHEREAS, Amendment 1 on the Agreement reads, “The revised expiration date of the Agreement is May 31, 2027”; and
WHEREAS, The Parties desire to amend the Second Amended and Restated JPA (“Agreement”) to clarify that their continued compliance with the Agreement is conditioned on acknowledgement that certain terms and conditions of the federal grant awards shall not apply to activities under this Agreement if such terms have been enjoined or determined to be legally unenforceable by court order or other action; now, therefore, be it
RESOLVED, by the Saint Paul City Council, that the appropriate City officials are hereby authorized to execute an Amended Joint Powers Agreement in substantially the form as attached.
