Authorizing the Department of Human Rights and Equal Economic Opportunity (HREEO) to pay for travel-related expenses including airfare, lodging, meals, and registration, in compliance with the City’s Travel Policy, for Kaohly Her and Kristen Clark of the Police Civilian Internal Affairs Review Commission (PCIARC), who are not city employees, to attend the National Association for Civilian Oversight of Law Enforcement (NACOLE) Conference from September 10 - 14, 2017 in Spokane, Washington.

WHEREAS, HREEO is seeking authority to pay for related travel expenses which include airfare, lodging, meals, and registration in compliance with the City’s Travel Policy, for Kaohly Her and Kristen Clark, commissioners of PCIARC, who are not city employees, to attend the National Association for Civilian Oversight of Law Enforcement (NACOLE) Conference from September 10 - 14, 2017 in Spokane, Washington; and
WHEREAS, NACOLE is a non-profit organization that brings together individuals and agencies working to establish or improve oversight of police officers in the United States. NACOLE welcomes people and organizations committed to fair and professional law enforcement that is responsive to the community needs; and
WHEREAS, following the 2015 University of Minnesota Center for Restorative Justice and Peacekeeping’s audit of the PCIARC, many of their recommendations were adopted by Mayor Coleman and the Saint Paul City Council, including an increase in the number of civilians serving on the PCIARC and a commitment to enhanced training.
WHEREAS, the public purpose of this conference is to increase knowledge and skills for those who work in oversight. And to inform commissioners of best practices related to current and emerging issues, 21st century policing, effectiveness and impact, and correctional oversight with the goal of enhancing community accountability of law enforcement; and
WHEREAS, this authorization of expenditure will not amend the HREEO budget...
