Title

Authorizing the Department of Parks and Recreation to submit a $1,094.77 proposal to the Minnesota Pollution Control Agency (MPCA) to cost-share three battery powered chainsaws to reduce air pollution emissions, provide a safer working environment for employees, improve community health, and to enter into an agreement with the MPCA providing indemnification for the State.

 

Body

WHEREAS, the Minnesota Pollution Control Agency (MPCA) has released a Request for Proposals (RFP) for grants for Alternative Landscaping Equipment; and

 

WHEREAS, the City of Saint Paul is eligible to receive grant funds through the Alternative Landscaping Equipment program; and

 

WHEREAS, it is the intention of Parks and Recreation to submit a $1,094.77 proposal to cost-share three battery powered chainsaws, and related accessories, to reduce air pollution emissions, provide a safer working environment for employees, improve community health: and

 

WHEREAS, all required matching funds are currently budgeted; and

 

WHEREAS, if funded, the grant agreement will require that the grantee indemnify the State, its agents and employees from any claims or causes of action arising from performance of the grant agreement; and

 

WHEREAS, the Saint Paul City Council finds that the expenditure of public funds through the promise of indemnification serves a public purpose by allowing the City to reduce harmful air emissions; now, therefore, be it

 

RESOLVED, that designated Parks and Recreation staff are hereby authorized to seek MPCA funding on behalf of the City and, if successful, the appropriate city officials are authorized to enter into an agreement with the State, which includes an indemnification clause.
