Approving the West 7th Street Parking Study of West 7th Street between Seven Corners and St. Clair Avenue.

 

Body

WHEREAS, the Department of Public Works conducted a study regarding standardizing parking districts throughout the City of Saint Paul; and

 

WHEREAS, in response to this study the Fort Road Federation requested additional study of parking problems along West 7th Street between Seven Corners and St. Clair Avenue; and

 

WHEREAS, the Saint Paul Department of Planning and Economic Development engaged a team of consultants led by Biko Associates, Inc. to identify parking issues and feasible solutions along the study area to be summarized in a technical report; and

 

WHEREAS, the City of Saint Paul, Fort Road Federation, and Biko Associates worked in conjunction to identify the scope of parking issues and to develop possible responses to mitigate identified issues; and

 

WHEREAS, West 7th Street Parking Study identified seven Big Ideas including:

1.                     Increase utilization of existing off-street parking supplies in privately owned parking ramps near the Xcel Arena.

2.                     Increase the supply of on-street parking within the study area

3.                     Improve the parking turnover rate

4.                     Refine Permit Parking areas and revise time restrictions

5.                     Improve parking regulation enforcement

6.                     Encourage shared parking

7.                     Establish a Parking Improvement District; and

 

WHEREAS, on September 23, 2019, the report was presented to the Transportation Committee for review and comment; now, therefore be it

 

RESOLVED, that the Saint Paul City Council hereby approves the West 7th Street Parking Study and will work to implement the identified “Big Ideas,” as appropriate and practicable.
