Amending the 2020 special fund budget and adding an activity for the BJA FY 20 Coronavirus Emergency Supplemental Funding grant from the Department of Justice in the amount of $742,994 received by the City of Saint Paul to offset expenses due to the COVID-19 crisis.

WHEREAS, the City of Saint Paul, has been awarded the BJA FY 20 Coronavirus Emergency Supplemental Funding Program for the Office of Justice Programs (OJP), U.S. Department of Justice (DOJ) in the amount of $742,994; and
WHEREAS, the grant will provide protocols for keeping people safe by doing “prescreening” which includes temperature checks, wearing masks, cleaning/disinfecting of workspaces, installation of plexi-glass dividers in public spaces; and
WHEREAS, the grant will also provide the ability to work remotely by providing computer software, laptops, docking stations, computer cameras, and headsets for conference calls and Skype Based meetings to practice social distancing; and
WHEREAS, the grant will also assist in providing items needed for decontamination such as the purchase and installation of laundry facilities, walk-through decontamination sites, and vehicle decontamination to prevent the spread of COVID-19; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $742,994 in excess of those estimated in the 2020 budget and recommends the following changes; and
THEREFORE BE IT RESOLVED, that council accepts this grant award and authorizes the City of Saint Paul to enter into an agreement for this grant award and approves these changes to the 2020 budget.
