Authorizing the Department of Parks and Recreation to apply for a grant of up to $25,000 from the National Recreation and Park Association for the Western Sculpture Park play area improvements project, and if funds are granted, authorizing the proper City of Saint Paul officials to execute grant agreements.
Body
WHEREAS, the City of Saint Paul Department of Parks and Recreation performs significant services for residents of Saint Paul and beyond through its ownership and operation of parks and trails; and
WHEREAS, NRPA is a national non-profit that supports the advancement of parks, recreation, and conservation; and
WHEREAS, the City supports, and will continue to support, collaboration with NRPA and other agencies and groups to provide resources for continued opportunities for play and recreation throughout the city; and
WHEREAS, the Department of Parks and Recreation wishes to make improvements to the Western Sculpture Park play area; and
WHEREAS, if funds are granted, the NRPA may require a grant agreement that includes the requirement that the City of Saint Paul indemnify NRPA; and
WHEREAS, the promise of expenditure of future funds in the form of indemnification requires a public purpose; and
WHEREAS, the Western Sculpture Park play area improvements project will provide recreational and outdoor activity opportunities which will benefit the public; now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul, that support is hereby granted for the Department of Parks and Recreation’s application to the NRPA’s Connecting Communities through Outdoor Play Program, and, if funds are granted, grant agreements shall be executed by the proper City of Saint Paul authorities in compliance with all applicable laws.
