Title
Amending the Parks and Recreation and the Public Library’s spending and financing budgets in the total amount of $1,478,814 to reflect grant funds received from the MN Department of Education’s After School Community Learning Grant, to be used during the period of May 8, 2024 to June 30, 2027 and authorizing the proper the City officials to enter into a Grant Agreement with the State of Minnesota (that includes indemnification language).

WHEREAS, the Department of Parks and Recreation and the Saint Paul Public Library Agency applied for the grant from the MN Department of Education’s Afterschool Community Learning Grant, requesting $1,478,814 to support community programming and transportation in Ward One; and

WHEREAS, the Council approved the intent to apply for the grant through Res# 24-295; and

WHEREAS, the Minnesota Department of Education has selected the grant proposal from the Department of Parks and Recreation and Saint Paul Public Library to receive those funds; and

WHEREAS, the grant requires the City to indemnify, save, and hold the State, its agents, and employees harmless from any and all claims or causes of action, including all attorneys’ fees incurred by the State arising from the performance of the award by grantees, agents or employees.; and

WHEREAS, the Department of Parks and Recreation and Public Library Agency wish to accept grants funds from the MN Department of Education; and

WHEREAS, the City Council finds that there is a public purpose in providing access to shared community programming and transportation in Ward One; and

WHEREAS, the Mayor, pursuant to Section 10.07.01 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $1,478,814 in excess of those estimated in the current Budget; now, therefore, be it

RESOLVED, that the Council of the City of Saint Paul authorizes these amendments for the Life-to-date Grant Budget; and be it
